When BS 4142 is the right standard
BS 4142:2014+A1:2019 'Methods for rating and assessing industrial and commercial sound' is the standard used in the UK to assess the likely impact at residential receptors of sound from industrial premises, fixed plant, loading and unloading operations, and similar commercial sources.
It is the method local planning authorities, Environmental Health Officers and the Environment Agency expect to see for planning applications, environmental permit (EPR) submissions, statutory nuisance investigations and noise-complaint resolution.
What we measure
The assessment compares the rating level of the specific sound source (the LAeq with character corrections applied) to the residual background sound level (the typical LA90,T at the receptor when the source is absent or can be discounted). Measurements are taken at, or representative of, the most exposed residential receptor.
We typically deploy a Class 1 logging sound-level meter for an unattended period of 24–72 hours to characterise background, alongside operator-attended periods to capture the specific source under representative operating conditions.
Character corrections — tonal, impulsive, intermittent
BS 4142 requires a +2 dB to +6 dB correction for tonal character (assessed subjectively or by the standard's one-third-octave reference method), +3 dB to +9 dB for impulsive character, and +3 dB for distinct intermittency. We document the basis for every correction transparently — corrections are the most-challenged element of any BS 4142 report and need to stand scrutiny.
How conclusions are framed
BS 4142 indicates that, in general, a rating level around +10 dB above background is an indication of a significant adverse impact, around +5 dB above background an indication of an adverse impact, and a rating level the same as or lower than background is an indication of low impact, depending on context.
Crucially, the standard requires the result to be assessed in context — the absolute level, the character of the area, the type of receptor and any uncertainty. Sysco reports always set the numerical comparison against that wider context, exactly as BS 4142 requires.
